Our History

Millennium EMS Solutions Ltd. (MEMS) was founded in 1998 by Larry Brocke (1944–2023)—a pioneer in reclamation innovation and environmental assessment in Alberta. With over four decades of experience in soil science and regulatory program management, Larry’s vision shaped MEMS into the forward-thinking, technically excellent, and values-driven organization it is today.

Born in Edmonton and raised in Cold Lake, Larry began his career in soils science with a passion for the land that would carry throughout his life. From his early work with the Research Council of Alberta and teaching at Fairview College, to leading legislative development as Director of Alberta’s Land Reclamation Division, Larry was instrumental in shaping environmental policy and best practices in Alberta. He played a major role in the creation of the Environmental Protection and Enhancement Act and contributed to key standards like the 1994 Reclamation Criteria for Well Sites.

When he founded MEMS, Larry brought with him a unique philosophy of pragmatic innovation, deep respect for the land, and a commitment to both scientific excellence and collaboration. These principles remain woven into MEMS’ values and guide the work we do to this day.

Under his leadership as President and CEO (1998–2006), MEMS laid the foundation for delivering high-quality environmental services with credibility, technical competence, and integrity. Larry stayed on as a senior advisor until his retirement in 2009, leaving behind a legacy that continues to inspire our team and our work. In recognition of his impact, MEMS established the Larry Brocke Memorial Scholarship, supporting the next generation of environmental scientists and stewards.

Today, MEMS continues to grow on the strong roots Larry planted. Our team of experts—who have worked in over 25 countries across five continents—bring global perspectives and decades of practical experience in environmental science, policy, remediation, reclamation, regulatory support, and environmental data systems. With deep Canadian roots and a bold, inventive approach, we are proud to carry Larry’s vision forward as we support our clients in meeting their environmental responsibilities with excellence.
